As the global marketplace becomes increasingly more competitive, it is incumbent upon human resources to broaden its strategic mission and become a strategic partner with executive staff. This requires human resources to have a detailed understanding of not only the human resources field, but the strengths and challenges of its organization, and the complexities of its industry. Through these units of knowledge, human resources can maximize its value by providing competent advice and counsel to its organization as it strives to achieve its strategic objectives.

The comprehensive Final Paper comprises four parts, with Parts 1, 2, and 3 submitted during the first three weeks of the course. In Week 5, a cohesive final paper will be due that includes Part 4, an executive summary, and the previously submitted Parts 1, 2, and 3. This final paper should be eight to ten pages and should incorporate any comments or suggestions made by the instructor on Parts 1, 2, and 3.

Focus of the Final Paper

In your final project, you are to choose a major problem/issue affecting an organization of your choice, and then utilize your detailed knowledge of human resources and strategic planning to develop a comprehensive plan that minimizes, and hopefully eliminates, this threat to your chosen organization’s ability to meet its long-range organizational goals and objectives.  The components of this comprehensive project are as follows:

Part 1 – Overview of Organization/Problem (due in Week 1): In a 2-3 page paper, provide an overview of the organization and the problem/issue that challenges that organization.  Next, detail how the problem/issue affects (or can affect) the future viability of the organization. Finally, discuss the principle role of human resources in an organization and how human resources can provide critical advice and counsel to the organization in addressing this challenge.

Part 2 – Environment Analysis (due in Week 2): Optimal solutions are determined when a researcher has a thorough understanding of a company and its industry, along with the strengths and weaknesses that impact its future viability.  In the second part of your plan, perform a SWOT Analysis (Strengths, Weaknesses, Opportunity, and Threats) on your chosen organization and provide an analysis of these results in light of the problem or issue under study. Be attentive to identifying how the problem or issue impacts the organization and its competitive position within the industry. The paper should be 2-3 pages.

Part 3 – Financial Analysis (due in Week 3): Nearly every problem or issue confronting an organization has a financial or budgetary impact. For instance, staff turnover has not only a direct cost on recruitment expenses, training costs, and productivity, but also an indirect cost related to the loss of organizational learning. In Part 3, detail the financial implications to the organization related to your problem or issue, including the additional costs that may arise if the problem or issue is not resolved effectively.  The paper should be 1-2 pages.

Part 4 – Recommendations (due in Week 5): The final part of your comprehensive project incorporates your recommendations.  Based on your work in Parts 1, 2, and 3, provide 2-3 recommendations to organizational leadership that would resolve the problem/issue in question. Be sure to detail any challenges the organization should consider in implementing your recommendations (culture, motivation, etc.) and your strategy to overcome these challenges. The recommendations section should be 2-3 pages.

The Final Paper due at the end of Week 5 will comprise Parts 1, 2, 3 and 4.  It should begin with an Executive Summary, which is an abbreviated capture of the entire paper and as such should touch upon all major points while engaging the reader. The final paper should be 8-10 pages.

Note that some of the information related to this project may not be readily available in course materials, requiring you to research contemporary management trends in the public sector.

Writing the Final Paper

The Final Paper:

  • Must be eight to ten double-spaced pages (excluding title and reference pages) in length and formatted according to APA style as outlined in the approved APA style guide.
  • Must include a cover page that includes: – Title of assignment – Student’s name – Course name and number – Instructor’s name – Date submitted

You have been given the assignment of forecasting the human resource needs of the National Bank and Trust Company which currently employs approximately 1,100 people. The bank presently has a main office that requires the employment of 400 individuals.  The bank also has 50 established branch offices located throughout the Detroit metropolitan area, each of which employs approximately 14 individuals.  Branches within the bank differ considerably in size, but on average the 50 Detroit branches employ four supervisors and ten tellers/clerical personnel each. A breakdown of the bank’s current staffing is shown in Table 1; the per branch figures represent averages.

The bank is planning to implement two changes that will impact staffing levels.

Change 1: Installing automated teller machines (ATMs) in Detroit

During the past month, the bank has placed an order for 35 automated teller machines to be placed in its Detroit branch offices. These machines are scheduled to be in operation on December 31, one year from now. The bank has found that for each new ATM purchased, one less teller is needed, on average. On (but no sooner than) December 31 of Year 1, 35 ATMs will be placed in operation and replace 35 tellers. The new ATMs will not impact year-end staffing levels for Year 1. The ATMs will be fully operational for all of Year 2 and Year 3. The bank does not terminate any employees because of the new ATMs.  Rather, as tellers quit throughout the year, 35 are not replaced.

Change 2: Opening new branches in Grand Rapids

The bank expects to expand to the Grand Rapids metropolitan area, adding 38 branches during the next three years.  Each new branch will employ 14 individuals (four supervisors and ten tellers/clerical). The new automated teller machines will have no impact on the staffing of the new Grand Rapids branches.  New Grand Rapids branches are added as follows: 18 in Year 1, 12 in Year 2, and 8 in Year 3.

Your task: The bank has asked you to perform three human resource forecasting tasks. (Hint: I strongly suggest completing the three tasks in the order listed).  For each of the three years,

Determine the number of individuals that are employed at year-end assuming the bank is fully staffed.

Determine the number of employees that turn over.

Determine the number of employees that would need to be hired to ensure the organization is fully staffed at year-end.

Turnover & hiring assumptions:

Based on the assumptions given below, you are required to determine employee turnover and hiring requirements for the main office, the Detroit branches, and the Grand Rapids branches.  The bank would like to know this information for each of the next three years and for each of the major personnel categories (i.e., main office, supervisors, and tellers/clerical). You should provide the number of employees that turn over each year and the number of employees that need to be hired each year to maintain a fully staffed organization at year end.

Assume the organization is able to hire all needed employees each year.  Therefore, the organization is fully staffed at the end of each year.

Turnover is 10 percent per year at the main office.

Turnover is 20 percent for supervisors at both the Detroit and Grand Rapids branches.

Turnover is 30 percent for tellers/clerical personnel at both the Detroit and Grand Rapids branches.

If any of your turnover calculations result in fractional results (e.g., 18.7 people) you should round your results to the nearest whole number.

Grand Rapids branches are added evenly throughout the year. Thus, for the purpose of calculating turnover, on average, there are:

9 Grand Rapids branches in Year 1 (50% of the 18 new Year 1 branches).

24 Grand Rapids branches in Year 2 (18 branches from Year 1 plus 6 [50% of the 12 new Year 2 branches]).

34 Grand Rapids branches in Year 3 (30 branches from Years 1 and 2 plus 4 [50% of the 8 new Year 3 branches]).

Though the number of Grand Rapids branches will grow each year, you will always have 50 Detroit branches across Tables 2.1-2.3.

“An inclusion classroom sounds like a great plan. I mean, who doesn’t want to be included? However, the inclusion classroom ends up excluding lots of kids. Children who need special education services absolutely should get them. But they should be in a self-contained special education classroom. That way, they get all the specific help they need from teachers and aides who have the training to deal with these students effectively. General education teachers shouldn’t feel as though they need a degree in special education to manage their classroom. And students without disabilities shouldn’t feel as though their needs are being ignored for the betterment of a few.

C’s perspective:
“I think that the philosophy behind the inclusion classroom has a lot of merits. I also believe that inclusion classes might not be the right fit for all physically challenged students. A child with cerebral palsy who’s the simply apparent sign of being physically challenged is his forearm crutches would most likely do very well in an inclusion classroom. His physical impairment may require additional assistance, but academically, he can hold his own amongst his peers. But what about a kid who has serious behavioral problems and who can’t control herself in class? It’s not fair to that child to have her in a setting that isn’t equipped to manage her disruptive outbursts. There is the risk that in addition to being considered “disabled,” she’ll also be labeled as “troubled” or “disturbed.” Once that happens, the opportunity for her to be socially accepted by her peers, and for her peers to be positively influenced by her, is lost.”
